Will the cop who reopened the psychological damages that poor Ebony had come back to where i live?

i worried he be coming back even though its years since he was here :(
 
Basically he had done wrong a few years ago, served his time, moved near me then cause of what he got on his record, certain cops decided to make up some bull shit to throw him back inside - with no evidance
